5a1f41ab06 rc: purge migration code that doesn't affect 16.1 
One of the benefits of having a stable/15.7 is that we can mop up
after it in master leading up to a clean 16.1.  :)

b60f5a3d6c rc: fix recover stage on /var MFS 
Keep a symlink on the true file system underneath MFS to keep
pkg(8) operating correctly all the time.

2f28e98ca4 system: enable German, it's at the magic 30% level 
While there, zap unused code and let the other languages be picked up
by xgettext as they don't print anywhere like that.
