55aea0a657 menu: move firewall, admin and interface settings for #832 
Partial progress with disbanding the System Settings for 16.7.

TODO:
* Access: Administration + Settings should be merged
* Interfaces: Settings IPv6 blocking is a FIREWALL feature
* Firewall: Bogons settting is INTERFACES feature

adbbbf8330 vpn: port pppoe server to mpd5 
The local IP isn't used anywhere and the remote subnet assignment
also seems off, but since this works I'll leave it for somebody
else to maintain when it's moved to the plugins.

c91b35ac77 vpn: in order for mpd5 to listen, we do need to configure the IP 
This can be a virtual ip or the real one, otherwise it just won't
work.  Relax the previous restriction.
