8b05e4bb6c captive portal: remove include files from web directory 
radius.inc includes both radius_accounting.inc and radius_authentication.inc,
but lives in /usr/local/etc/inc, which makes an extra include path and the
desired code separation a bit pointless.

0ec56ca087 system: clear out /usr/local/bin 
Remove unused clutter, move the rest to /usr/local/sbin, because
these are system administration scripts, not for entertainment of

43ae21efc3 upnp: hardcode loading of miniupnpd.xml, hiding the 
possibility to invoke XML files completely.  Now the only thing is
the missing conversion of the UPnP Service into MVC.
