lang/zh_CN: poedit does terrible destruction, but...
...
since translators like to use it we have no choice but to
adhere to poedits write style. Makes diffing against the
original .pot file almost impossible and will prevent more
automated workflows in the future, but WTH. :)

lang: move dynamic gettext() foo into subdir
...
Create and commit the files generated by the dynamic gettext extraction,
so that we can review changes more gracefully. Two files in the Traffic
Shaper forms don't parse right now, but I have no clue why.
