Makefile: add packages to CORE_DEPENDS_aarch64

The four packages including py${CORE_PYTHON}-duckdb,  py${CORE_PYTHON}-numpy, py${CORE_PYTHON}-pandas, and suricata-devel, can be built on aarch64.
